BS-IV Car in Delhi NCR? What GRAP Rules Mean Before You Buy or Sell This Winter

BS-IV diesel and BS-III petrol cars face GRAP curbs every winter in Delhi NCR. What the 2026 rules say, how to check your car and what it means for price.

Every winter, Delhi NCR's air turns hazardous and the rules on older cars tighten. This year, the Commission for Air Quality Management (CAQM) approved a revised Graded Response Action Plan (GRAP) on 28 September, and some reports since have suggested a blanket ban on BS-IV cars. The reality is narrower, but it still matters if you are buying or selling a car built before April 2020. If you are looking at used cars in Delhi NCR, here is what the rules say, how to check a car and what it means for price.

What BS-IV and BS-VI Mean

Bharat Stage (BS) norms set the emission limits a vehicle must meet. BS-IV applied nationwide from April 2017. BS-VI became mandatory from 1 April 2020, when the sale and registration of BS-IV vehicles stopped and India skipped BS-V entirely. BS-VI cars emit far less particulate matter and nitrogen oxides, especially diesels, which is why pollution rules treat them differently.

So most cars registered between 2017 and March 2020 are BS-IV, and cars registered after that are BS-VI. Some manufacturers sold BS-VI models before the deadline, which is why cars from 2017 to 2020 need checking rather than guessing.

Which Cars GRAP Restricts

GRAP has four stages linked to the Air Quality Index (AQI). Stage III applies when the AQI is "severe", between 401 and 450. Under Stage III, BS-III petrol and BS-IV diesel four-wheelers are not allowed to ply. The revised schedule extends this restriction to Sonipat, in addition to Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar, according to the CAQM's release through PIB.

Note what is not on that list: BS-IV petrol cars. Under Stage III, a BS-IV petrol car can still be driven, while a BS-IV diesel cannot. That one detail separates a car you can use all winter from one that may stay parked on the worst days.

How Often Stage III Is Invoked

Stage III is not rare. Last winter, the CAQM imposed Stage III on 12 November 2025 and again on 13 December 2025, and invoked Stage IV on 18 January 2026, as reported by All India Radio. A BS-IV diesel owner in Delhi NCR should expect days, sometimes weeks, when the car cannot be used.

Severe spells can also bring wider measures. On 18 December 2025, Delhi barred non-BS-VI vehicles registered outside the city from entering, alongside its "No PUC, No Fuel" drive. If you live in Gurgaon, Noida or Ghaziabad and drive into Delhi every day, a BS-VI car is the safer choice.

The 1 November Confusion

Several reports have said that from 1 November 2026, all BS-IV petrol and diesel vehicles registered outside Delhi will be barred from entering the city. The CAQM's release on the revised GRAP does not say that. The 1 November entry ban applies to commercial goods vehicles registered outside Delhi that are not BS-VI, and BS-IV goods vehicles were given a transition period that ends on 31 October 2026.

For private cars, restrictions come through GRAP stages and emergency orders, not a fixed date. Check the Delhi transport department's notices before you plan around any date you see on social media.

How to Check a Car's BS Norm

The most reliable source is the Vahan database. Use the Know Your Vehicle Details service on Parivahan, or Hooter's RC details check, and look for the emission norm. The RC may list "Emission Norms" or "Bharat Stage", though not always. Form 22, the roadworthiness certificate issued with a new car, has an "emission norms applicable" field. BS-VI vehicles also carry a 1 cm green strip at the top of the fuel sticker on the windscreen, though stickers get damaged or replaced, as Business Standard notes.

Re-registering a car in Delhi does not change its emission norm. If you are looking at a car from Haryana or Uttar Pradesh, read how to buy a car with HR or UP plates and check the BS norm first.

What It Means for Price

For buyers, a BS-IV diesel in Delhi NCR carries two costs that do not show in the listing: days off the road under Stage III, and a short legal life in Delhi, where diesel cars must stop at 10 years. A 2018 BS-IV diesel reaches that limit in 2028. Price both in. Our guide to the 10-year diesel and 15-year petrol rule explains the age limits.

A BS-IV petrol car is a different story. It is not on the Stage III list, it has up to 15 years in Delhi, and it can be good value if you drive mostly within one city. Read our E20 petrol guide for older cars before you buy one.

For sellers, winter is when buyers of BS-IV diesels are most cautious, so listing the car before Stage III arrives usually helps. You can sell your car on Hooter, and our guide on selling without getting lowballed covers negotiation. If the car is close to the end of its Delhi life, also compare scrapping it under the EV policy.

A BS-IV Car Checklist

Check the emission norm on Vahan, the RC or Form 22. Note whether the car is diesel or petrol, because Stage III restricts BS-IV diesel but not BS-IV petrol. Work out how many years the car has left under Delhi's age rule. If you commute into Delhi from another NCR city, prefer BS-VI. Price in the winter days a BS-IV diesel may spend parked.

When you have a shortlist, compare verified used cars in Delhi NCR and favour BS-VI if you drive daily across city lines. A CNG car is another option; see our used CNG car checks. Whatever you buy, keep a valid PUC certificate, because No PUC, No Fuel is now enforced across NCR.

Frequently Asked Questions

Can I drive a BS-IV petrol car during GRAP Stage III?

Yes. Stage III restricts BS-III petrol and BS-IV diesel four-wheelers. BS-IV petrol cars are not on that list, though emergency orders can add measures.

Is there a ban on BS-IV private cars entering Delhi from 1 November 2026?

The CAQM's revised GRAP release does not include one. The 1 November ban covers non-BS-VI commercial goods vehicles registered outside Delhi. Watch official notices.

How do I know if my car is BS-IV or BS-VI?

Check the emission norm on Vahan through Parivahan's Know Your Vehicle Details service, on the RC or on Form 22. BS-VI cars also carry a green strip on the fuel sticker.

Which NCR cities does the Stage III four-wheeler rule cover?

Delhi, Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar, and from this winter Sonipat as well, under the CAQM's revised GRAP schedule.

Should I buy a BS-IV diesel car in Delhi NCR?

Only at a price that reflects winter restrictions and Delhi's 10-year diesel limit. For daily driving across NCR, a BS-VI or petrol car is usually the safer choice.
