Sell Old Car in Delhi: What the 10-Year Diesel / 15-Year Petrol Rule Means for You

Diesel nearing 10 years or petrol nearing 15? Here's what Delhi's age rule means today, when to sell, how the NOC route works, and how to get a fair price before time runs out.

If you own a diesel car creeping towards its tenth birthday, or a petrol car nearing fifteen, you have probably heard a dozen versions of what happens next. Some say it gets seized the day it crosses the line. Others say the rule is gone. The truth sits somewhere in between, and getting it wrong costs real money. If you plan to sell your old car in Delhi, the age clock is the single biggest factor in what buyers will pay, and the window to sell well closes faster than most owners expect. This guide explains where the rule stands, how it hits your price, and the three realistic exits you have.

Where the Rule Stands in 2026

The age limits come from National Green Tribunal orders of 2014 and 2015, which the Supreme Court upheld in October 2018: diesel vehicles older than 10 years and petrol vehicles older than 15 years are not allowed to ply in Delhi NCR. The clock runs from the date of first registration, not the month the car was manufactured.

In August 2025, the Supreme Court told authorities not to take coercive action against owners of such vehicles while it reconsidered the blanket age-based ban. Then, in December 2025, it narrowed that protection. BS-IV and newer vehicles cannot be acted against for age alone, but end-of-life vehicles below BS-IV, meaning BS-III and older, can again be impounded and sent for scrapping. The case is still pending, so the position can change again.

In practice, that splits owners into two groups. If your car is BS-III or older and past its limit, it is exposed today. If it is BS-IV or newer, you have breathing room, not a permanent exemption, and every buyer you negotiate with knows that. Pollution emergency measures under GRAP can also keep older vehicles off Delhi roads on bad-air days, whatever the court position. Because these rules have shifted several times in two years, check the latest order or ask your RTO before you act. If you are on the buying side of the deal, our guide to Delhi's age rules for used-car buyers covers the same rules from the other end.

How to Check Your Car's Deadline

Start with your RC. Find the date of registration, then add 10 years for a diesel or 15 years for a petrol. That date is your deadline. A petrol car with approved CNG fitment is generally counted as petrol. Electric cars are not covered by the age rule at all.

Next, check the emission norm. Newer smart-card RCs and the VAHAN record on the Parivahan website usually show it. If yours does not, the manufacturer's specification for your model and year will. As a rough guide, BS-IV became mandatory for new cars in Delhi NCR from April 2010, so most cars first registered here after that date are BS-IV. Write both facts down, the deadline and the norm, because every decision below depends on them.

Why Every Month Now Costs You Money

Delhi buyers do not price a car by its age. They price it by its remaining legal years. A diesel with three years left still appeals to a Delhi family that wants an affordable daily car. The same diesel with eight months left appeals mainly to dealers and out-of-state buyers, and their offers already subtract transport, NOC and re-registration costs.

That is why the price drop is not smooth. It steepens sharply in the final 18 to 24 months, as the pool of local buyers shrinks. Owners who wait for the last few months usually end up accepting a dealer's number simply because nobody else is calling.

A practical rule of thumb: for a diesel, start selling 12 to 18 months before the deadline. For a petrol, the sweet spot is around year 13. Before you set a price, build a realistic band from comparable cars; our guide to car valuation in Delhi NCR walks through exactly how.

Your Three Exits: Sell, Move Out, or Scrap

Sell within Delhi NCR while time remains

This gives you the best price, as long as the car still has meaningful legal life. Your buyers are local families, first-time drivers and people who need a second car for short city runs. The more remaining years you can show, the stronger your hand.

Take an NOC and sell or re-register outside NCR

Delhi allows owners of over-age vehicles to obtain an NOC and re-register the car in another state. In October 2025, the Delhi government removed the one-year limit on applying, so even owners of already deregistered vehicles can apply. The catch is that the destination state's rules apply: some states restrict older diesels, and the car will usually need to pass a fitness check there. This route makes most sense if you are moving out of NCR yourself, or have a buyer in another state. Budget for the new state's road tax, transport and agent fees.

Scrap it through a registered facility

For a car in poor condition, or a BS-III car past its limit, scrapping can be the cleanest exit. A Registered Vehicle Scrapping Facility pays scrap value and issues a Certificate of Deposit, which can earn you a concession on road tax for your next car under the national scrappage policy. The concession varies by state, so ask before you scrap.

Getting the Best Price for an Ageing Car

Get your paperwork in order first. Keep the RC, a valid insurance policy, a current PUC certificate and service records ready. If the car was ever financed, make sure the loan is closed and the hypothecation has been removed from the RC. A clean file sells faster than a shiny bonnet.

Fix the cheap things and skip the expensive ones. A deep clean, new wiper blades and a fresh battery are worth doing. A ₹40,000 suspension job usually is not, because buyers will not pay it back on a car near its deadline.

Be upfront about the clock in your listing. A line like "Diesel, registered March 2017, road-legal in Delhi till March 2027" builds trust and filters out buyers who would back out later. Then widen your reach. Listing for free puts your car in front of both Delhi buyers and dealers; see our guide to free car listing in Delhi, and if time is short, the fastest ways to sell your car in Delhi.

Finally, finish the ownership transfer properly. Never hand over the keys with Form 29 and Form 30 unsubmitted. If the buyer keeps driving after the deadline and the car is still in your name, the challans and the impounding notice come to you. Our ownership transfer guide for Delhi NCR covers every step.

Mistakes Owners Make Near the Deadline

The most expensive mistake is waiting for the rule to disappear. Court relief so far has been partial and conditional, and buyers price in the risk regardless. The second is parking an over-age car on a public road. Under Delhi's guidelines, a car impounded for the first time is usually released only on an undertaking to remove it from Delhi or keep it in private parking. The third is selling on a handshake and letting the RC stay in your name. The fourth is pouring money into repairs a near-deadline buyer will never pay for.

Whichever exit you choose, decide early and decide with the dates in front of you. If selling is the plan, you can get your old car listed on Hooter in a few minutes. A car sold with time on the clock is an asset. The same car sold at the deadline is a problem someone is doing you a favour by taking away.

Frequently Asked Questions

Can my 10-year-old diesel car be seized in Delhi right now?

If it is BS-III or older, yes. The Supreme Court's December 2025 order allows action against end-of-life vehicles below BS-IV. If it is BS-IV or newer, the court has said it cannot be acted against for age alone while the case is pending. Check for any newer order before relying on this.

Can I still sell a car that has crossed the age limit?

Yes, but your buyers will mostly be dealers or people outside NCR who will move the car out. Expect a lower price, and make sure the NOC and ownership transfer are handled properly so the car does not stay in your name.

How do I get an NOC to move my old car out of Delhi?

Apply to your registering authority, usually through the Parivahan portal, with your RC, insurance, PUC, ID and address proof, and a bank NOC if the car was financed. Clear any pending challans first. Since October 2025, there is no one-year limit on applying.

Does the age rule apply to CNG and electric cars?

Electric cars are not covered. A petrol car with CNG fitment is generally treated under the 15-year petrol limit.

When is the best time to sell an ageing car?

For a diesel, 12 to 18 months before the deadline. For a petrol, around year 13. After that, the pool of local buyers shrinks quickly and offers fall with it.
