Found a better deal on a Gurgaon or Noida car? Here's how the NOC, re-registration and road tax work when you bring it to Delhi, and what it really costs.

Delhi NCR is one market on the map and three on paper. A car in Gurgaon or Faridabad is registered in Haryana. A car in Noida or Ghaziabad is registered in Uttar Pradesh. A car in Delhi sits with the Delhi transport department. When you buy used cars in Delhi NCR, the best-priced, best-kept car on your shortlist may well carry an HR or UP number while you live in Delhi. Buying it is legal and common, but it adds three steps a same-city purchase does not have: an NOC, re-registration and a fresh round of road tax. Done in the right order, it is routine paperwork. Done in the wrong order, the car can sit in the seller's name for months while you drive it on borrowed papers.

Why Cross-Border Deals Are So Common in the NCR

Supply is uneven across the region. Gurgaon and Noida have large pools of company-leased cars, corporate transfers and families relocating out of the city, so well-maintained three-to-six-year-old cars turn up there in good numbers. Prices and choice can differ noticeably from one side of the border to the other. Our guide to buying across Delhi NCR cities covers how the markets differ. This guide is about the paperwork that follows once you have found the car.

The basic rule is simple. Under the Motor Vehicles Act, a car kept in another state for more than 12 months must be re-registered there. When you buy a car and live in a different state from where it is registered, the ownership transfer is done at your RTO, and it needs an NOC from the RTO where the car is registered today. In practice, it makes sense to do the transfer and re-registration together, straight away, because insurance, challans and resale are all simpler once the car carries a Delhi number in your name.

Step 1: The Checks to Do Before You Pay Anything

Run the registration number through the VAHAN record on the Parivahan website or the mParivahan app. Confirm the owner's name matches the seller, the registration date and fuel type match what you were told, and the car is not blacklisted. Check for pending e-challans in both the original state's system and Delhi's, because unpaid fines must be cleared before an NOC is issued.

Check for a loan. If the RC shows hypothecation, the seller must close the loan and get the bank's NOC and Form 35 before anything else moves. Our guide on checking a used car for a loan or hypothecation shows how.

Finally, check the age clock. The 10-year diesel and 15-year petrol limits apply across Delhi NCR, not just inside Delhi, and an over-age car cannot be freshly registered here. A 2016 diesel with HR plates has exactly the same deadline as a Delhi one. Our explainer on Delhi's age rules for used cars covers how to calculate the legal years left.

Step 2: The Seller Gets the NOC

The NOC, applied for on Form 28, must come from the registered owner, which means the seller. Most states let you start the application online through the Parivahan portal and then complete verification at the RTO. The seller will typically need the original RC, valid insurance, a PUC certificate, ID and address proof, pencil prints of the chassis and engine numbers, and a loan closure letter if the car was financed. The fee itself is nominal, but any pending tax or challans must be paid first.

Two details matter here. First, the NOC names the destination RTO, so make sure it names the Delhi zonal office that covers your address. Second, an NOC is usually valid for about six months, so do not let it sit in a drawer. Processing time varies from a few days to a few weeks depending on the RTO and how clean the file is.

Structure the payment around the NOC. Pay a token amount with a written sale agreement, and release the balance only when the NOC is in hand along with signed Form 29 and Form 30. A seller who wants full payment first and promises to handle the NOC later is asking you to carry all the risk.

Step 3: Re-Registration and Transfer in Delhi

With the NOC in hand, you apply at your Delhi zonal RTO, usually by starting the application on the Parivahan portal and booking an appointment. Expect to submit Form 29 and Form 30 for the ownership transfer, Form 27 for a new registration mark for a vehicle coming from another state, the NOC, the original RC, insurance, a valid PUC, your ID and Delhi address proof, PAN or Form 60, and chassis and engine pencil prints.

The RTO may want to inspect the car, and for vehicles arriving from another state it is common to be asked for a stolen-vehicle clearance. Once approved, the car gets a new DL registration number, the old HR or UP number is cancelled, and a new RC is issued in your name. You will also need new high-security number plates for the new number.

Step 4: Road Tax, Who Pays What

For private cars, most states collect road tax as a one-time payment covering the vehicle's life. The HR or UP car you are buying has already paid that tax to its home state. When it is re-registered in Delhi, Delhi charges its own road tax. Because the car is not new, the amount is worked out on its age and value rather than at the full new-car rate, but it is usually the single biggest cost in the whole process. The RTO, or the tax calculator on the Parivahan portal, will give you the exact figure.

The original state may refund the unused portion of the tax it collected, once the old registration is cancelled. That refund normally belongs to whoever paid the tax, which is usually the seller, and the rules and timelines vary by state. Agree up front who keeps any refund and who pays the Delhi tax, and reflect that in the price. If the seller keeps the refund and you pay the Delhi tax, that tax is part of what the car really costs you.

What It Costs and How Long It Takes

Add up the NOC fee, Delhi transfer and registration fees, Delhi road tax, the insurance transfer, new high-security plates and agent charges if you use one. Road tax will dominate, so get it calculated before you agree a final price. Realistically, plan for four to eight weeks from paying the token amount to holding the new RC. While the process runs, keep the sale agreement, delivery note, a copy of the NOC and copies of the signed forms in the car.

Transfer the insurance policy to your name as soon as ownership changes. An insurer can refuse an own-damage claim if the policy is still in the seller's name after the car has changed hands.

Mistakes Cross-Border Buyers Make

The big ones are paying in full before the NOC exists, skipping the challan check in the original state, buying a car with an open loan, letting the seller "handle the paperwork later", and assuming an over-age diesel from across the border can be registered in Delhi. Each one can leave you with a car you have paid for but cannot fully own. Our ownership transfer guide for Delhi NCR covers the transfer steps that apply to every deal.

Handled in order, an HR or UP plate is no reason to walk away from a good car. Shortlist widely across the region, then browse used cars across Delhi NCR with the paperwork math already in your head.

Frequently Asked Questions

Can I drive an HR or UP registered car in Delhi?

Yes. Cars from other states can be driven in Delhi. If you buy one and live in Delhi, apply for the transfer and re-registration straight away. If you already own one and have moved to Delhi, the car must be re-registered within 12 months.

Who applies for the NOC, the buyer or the seller?

The registered owner, which means the seller. Make the NOC a condition of paying the balance, and check that it names your Delhi RTO.

Do I have to pay road tax again in Delhi?

Yes. Delhi charges its own road tax when the car is re-registered, calculated on its age and value. The original state may refund unused tax to whoever paid it, usually the seller.

How long is an NOC valid?

Usually about six months from the date of issue. Apply for re-registration well within that window.

Can I keep the HR or UP number after buying the car?

Not if you live in Delhi. Re-registration gives the car a new DL number, and the old number is cancelled.
